This is the best summary I could come up with:

AMD promises to fix the issue, whereas Valve plans to identify affected users and reverse their ban once everything returns to normal.

But as it turns out, Anti-Lag+ feature support was implemented by detouring engine.dll functions, which VAC considers cheating and acts accordingly by banning users.

“AMD’s latest driver has made their ‘Anti-Lag+’ feature available for CS2, which is implemented by detouring engine dll functions,” a statement by Valve reads.

"If you are an AMD customer and play CS2, DO NOT ENABLE ANTI-LAG/+; any tampering with CS code will result in a VAC ban.

Given those demanding gamers with the newest graphics cards tend to enable all advanced features on the latest games, we can only wonder how many people got banned due to AMD’s Anti-Lag+ implementation in Counter-Strike 2.

Meanwhile, the latest AMD Software: Adrenalin Edition 23.10.1 driver also supports three major titles: Assassin’s Creed Mirage, The Lords of the Fallen, and Forza Motorsport.

Trust me bro version: Developers suck at optimizing their games, so AMD added an option to edit the engine.dll file. Valve’s program says it’s cheating because it modifies files and it bans you. DO NOT ENABLE ANTI-LAG+ or you get banned.

Game developers don’t suck at optimizing their games. The people building the actual hardware just know better and have a vested interest in increasing performance. These sort of optimizations happen all the time. For example, AAA game developers regularly work with companies like Nvidia, which push out updates to their drivers for specific games.

So it’s not always as simple as making a change to their game engine, otherwise the change would be made there and not explicitly on the driver side. Computers are complex machines and people should hesitate to blindly call anyone incompetent over a few milliseconds of lag.
