It is my understanding that the joke is misinterpreted or maybe correctly interpreted as some serious problem with the person, so that the therapist puts them in a mental hospital, where those things are worn instead of shoes.
As someone who never had any mental problem or childhood trauma, this took me way too many comments to understand.

Oh, thank you. I did not at all connect them to mental wards or hospitals. I though they have slippers there. Like in One Flew Over the Cuckoo’s Nest.
It’s probably just safer and cheaper with the socks these days.
