Regarding the power plant: it has 4 operational units but ran out of fuel as it was diesel powered. I have seen some information that Hamas has diesel as one of its resources but that was only reported by an Israeli media, hence it cannot be trusted.
It is debatable whether they would go “full holocaust” on Gaza without international pressure. However, I personally know some people who would support that and also certain right-wing parties want a complete siege of Palestine. I strongly disagree with this rhetoric.
