It legislates that federally funded healthcare providers can discriminate against someone because of their sexual orientation or gender identity, meaning a trans woman or gay man can’t be turned away from the hospital when they come in with the flu or a broken arm. It does nothing to prevent states from banning gender affirming care same as it doesn’t prevent states from banning abortions.
