I am willing to accept that he mostly means “we’ll fix the country so it won’t be a close call ever again”. I also am willing to accept he subconsciously means “I just need to pardon myself and I can’t run again anyway, so I don’t give a crap what you do afterwards”.

Which is totally doable, just look at some of the hopelessly gerrymandered states. Wisconsin comes to mind. A judge was elected, to maybe fix it, but it still proves a point. I’m sure there are other states.

Not a guess. The bipartisan part is the dem governor. Legislature is locked hard as Republican with a gerrymander.
More so speaking on “I’m sure there are others”
He’s already tried claiming that his first term didn’t count because of the impeachments and he should be allowed 2 more.
There is no situation where he deserves the benefit of the doubt.
That’s what it sounds like in context, especially with the mention about judges
