As the title says, with Bonza, and now REX, employees are owed wages, leave entitlements etc.

I read an article today that REX employees should expect to go months without wages (for hours already worked).

Should companies be legally required to carry insurance that pays this out to employees without delay in the event the company goes bust?

This should just come out of general liability, or as a rider.
