That would have lead to a government shutdown since is lame duck he has nothing to negotiate on a compromise.
Many republicans voted against this bill because they prefer waiting for Trump to take office so they can pass something worse. They don’t care about a shutdown.

Idk. Seems pretty easy to get on TV and say “I’m vetoing cuz this one line is totally bullshit and not related at all to anything. Remove it and I’ll approve. The shutdown is your fault not mine”
And then the government shuts down. Trump takes office and immediately signs something worse. Meanwhile government employees go unpaid and the media finds something else to use to rile you up.
