Every time we accelerated on the highway, whale juice would pour into the windows of the car, and it was the rankest thing on the planet. Sure, out of reach for most people, but not impossible.
These laws aren’t arbitrary, even if you can’t play the mental chess it takes to arrive at the potential outcome.

I’m pretty sure the mutilation of an animal, whether dead or alive, that isn’t a game animal or livestock is illegal.
I would think the statute of limitations had run out on any crime here. Not that I’m condoning his behavior.
