It seems like fedia.io is a difference instance. You can ask lemmy.world to defederate from them. You can also block the instance yourself. Go to your settings and at the bottom block the instance.

Not sure. The content policy doesn’t seem to be super watertight to me. You’re not allowed to attack users or groups. And “the Russians” aren’t a user. And I’d say it’s debatable whether “group” means group of Lemmy users or group of people in general. They also rule out other behaviour against any living being, but insulting them isn’t part of what’s prohibited… Just proper harassment.
So I’d say it’s not very clear whether that kind of behaviour is against their rules. If you’re unsure, you can always flag a comment or post and let the moderators decide. They should know. And it’s their job to make that decision anyways.
