Is there any setting in Lemmy/boost that let’s me to block individuals to send pm to me? I dislike getting spammed.

Yeah it’s the same as any block just go to their user and in the 3 dot menu there a block option.
Only option I see is refresh.
You click on the user name to get to their profile page then you should see Block

I don’t believe so. And right now they’re continually creating new accounts, so blocking them wouldn’t help anyway.
