You forgot step 4 - Kill any attempt to measure the impact of their actions so they can claim everything is going great and there’s no easily accessible evidence to the contrary.

I believe multiple judges from multiple courts both recently ruled that the OPM has no authority to fire people and that all the government employees that were fired recently have to be rehired and given back-pay. We’ll see what actually happens.
A skeleton crew assumes the minimum number necessary in order to function. I am pretty sure that 3 doesn’t meet that requirement.
