When we first started using low flow toilets in I think 1990s they were poorly designed and didn’t flush well. Over half a century we went from 7 gal/flush —> 5–> 3 —> 1.4 and sometime less, but you can’t just use the same design with less water. Modern designs still save water but flush much more effectively.
Similarly early low flow showerheads were poorly designed but you can spend $20 on a 1.2 gal/minute that works really well, assuming you have the water pressure. My house is at the high end of acceptable pressure so I have to use a reducer with that
