how much of a risk is the heat buildup? would it affect performance/power draw at all?

Performance, in general no; fire risk, yes.
The “in general” part is because its just going to keep pushing power through, which is the only real performance bit, whether or not power goes through. With heat though is component degradation, which will (over time) heat up the MOVs (metal oxide varistors, the bit that is 0reventing surges), when they fail they can reach very high temperatures. They work by turning excess voltage into heat.
Combine that with the carpet and you’ve got a feedback loop of heat, which is why its recommended not to put them on carpet.
Since you’re already damn hot all on your own, I’d say move that surge strip to a desk or something.
