The US Post Office is not a business and yet yearly goes about the process of organizing national mail delivery. There are plenty of organizations that operate in the abscence of a profit motive.
Hell, people could do all those things – actuarial work, operations planning, etc – for simple altruism. I’m a misanthrope and even I remember such things exist.
