Weights. They are typically used to balance a wheel. When placed randomly the wheel will be very unbalanced. This will cause a horrible ride, and ruin a tire.
Taping a harmonica to their undercarriage is a more harmless prank.

Why would you jump to that conclusion rather than that they posted an old meme and then left a comment about how they agree with the message of the meme?
I suppose it’s because the title already includes a supporting statement. Making a comment with an equally, non-extending supporting statement is redundant.
