The water looks a bit shallow for that game
They are actually stacked 3 tall, this is actually a very grim picture for the ones on the bottom.
Makes for a better view.

Just a game where you try to knock each other down. As another commenter noted, it’s usually done in much higher water to avoid falling injuries.
