I remember at a church I was involved in, they had to make a larger stall for ADA reasons. (Original building was from 1960) so they just moved the dividers without changing any plumbing and had a urinal and a toilet in the same stall, in order to make enough room for maneuvering a wheelchair.
Nobody wants to touch the plumbing, especially if it’s down in the concrete slab.
