He’s had 20 years in politics to to come up with at least one good idea and he just hasn’t. He’s a career critic. That has served him well as the opposition but you can’t lead when your only play is to blame somebody else.
Don’t be too sure. The GOP started replacing their platform with just sheer obstructionism and scapegoating [minorities] in the 1990’s. They’ve spent the last 30 years showing the public that they have no intention of “leading” and yet they now control the US government.
