If Harvard wants to regain its ability to enroll international students for the fall semester, the letter stated, the school must provide in the next 72 hours all records and audio and video files that involve dangerous, threatening or illegal activity by an international student enrolled within the past five years.

This is like an inverse mafia roll-up. Instead of getting low-level criminals who can be arrested easier to rat-out higher level criminals, the criminals are using higher-level victims to try to rat-out the lower level victims that they can shake down easier. I guess this just what happens when bullies and criminals get organized.
