According to the bible, while living on the promised land, until they demanded God a king, so they could be like the other nations, during the Judges book, they were effectively a stateless society organized by families and cities. Land had no rulers. Only during that time the system you recall was fully in place. After that time, they kept doing some things, but the system effectively transitioned to a monarchy. God’s words to Samuel (the contemporary judge they didn’t want) are indeed hard: “they haven’t rejected you, they rejected me”.
Finally, god himself gets down here and starts an organization. The primitive church was an anarchist community, you don’t get more woke than that.
