Texas has begun flying migrants from the U.S.-Mexico border to Chicago. Gov. Greg Abbot's office says the first flight carried more than 120 people and took place Tuesday.

      Yes, and what Texas did fits this description perfectly. It is transfer of people through deception for political and financial profit. So where is your actual problem?
